Still, this is very interesting. I wonder what it is about CC that makes people more likely to stay local. My college team did not have this experience, I think less than 20% were in-state actually.
My guess at the answer to your XC question is that XC doesn't typically give much scholarship money, even at the best XC schools. Therefore expense is a factor driving in-state attendance. Also, most every school has XC so it's not like gymnastics where opportunities are very limited.
I will also add that XC is not really impacted by weather/climate as it is for some of the other sports. For example, a preponderance of D1 level tennis players, and probably baseball players, come from "sunshine states" (e.g. TX, FL, CA, southeast, etc.). However, you can run XC in high school anywhere.
