4:20/9:20? I recommend you look NAIA.
The academically strong D1 programs wont give you any money. The d2 schools that will give you money wont be academically strong. D3 schools dont give money. That leaves NAIA
Actually, if you're looking for an engineering degree, you might have a shot at money from Colorado School of Mines.
Depending on major, ucsd might also be an option.
Look into D3 schools with endowments over $1 billion. D3 doesn't give athletic scholarships but you will be surprised how much finanancial assistance you can get even if your family is high middle income. You'll get a better education and with your HS times are a runner every D3 program will want.

This link ranks colleges by endowment per student. Go down the list and check out D3 schools. Admission is very competitive so you need a high HS GPA and high SAT/ACT test scores.
