Why do you hate America? Spend money and get the IOC's pay TV channel. The sport has no time for freeloaders like you who don't pay.
Every four years, USATF gets and enormous check from about 2 weeks of events. Why in the world would they want to blow it on buying time at ESPN?
HUh? The network pays the league or the the association of a particular sport to televise their games or meets. It's not the other way around. It's like how the nfl, baseball, and basketball have a billion dollar contract with ESPN - ESPN PAYS THEM

"The deal sees NBC Sports take the exclusive live broadcast rights to USATF's elite-level competitions until the end of 2024.
Each year, NBC will broadcast a minimum of 18 hours of athletics coverage, with at least eight hours per year on NBC's free-to-air network. NBCSports.com and the NBC Sports app will stream all linear content as well as additional digital-only USATF programming.

The events covered include USATF properties such as the USATF Indoor and Outdoor Championships, as well as invitational events such as USA vs The World at the Penn Relays, the Nike Prefontaine Classic, Millrose Games and Drake Relays.
“NBC Sports’ commitment to USATF’s live media properties elevates our profile on all fronts, from competition to the bottom line,†said USATF chief executive Max Siegel. “I want to personally thank Gary Zenkel and Peter Diamond for their collaboration. By working together to structure a true partnership, we are excited to have an exclusive home for all of our competitions.
