No because too many other stars to superstars have been caught . Also they probably didn't do out of competition testing because of cost and testing procedures were very poor. In the 70's they literally never caught anybody but 1 or 2 people who may have had legitimate reasons to take inhalers ie TUES.
There was ooct in the uk at the time .
As for world wide ? Accelerated process by 10 years .
