Why do you need qualifications for events that go one at a time with no head-to-head competition? Why not just have the furthest/highest win?
To keep the final short and manageable, and an acknowledgement that these are the best, I guess. There are 200+ countries in the world - could be a looong final otherwise.
Pole vault competition with 32 people could take several hours.

Why not just give everyone 1 throw or jump? Even pole vault and HJ. Everyone puts in a card with a height on it. If that person clears that height he/she wins. If two people put in the same high number and both clear then they have a jump off. Only jump off for medals. Would add quite an element to it.
Also in shot, hammer and discus you would have the thrower sit in a throne until someone throws farther.
