I feel there's got to be a better way to do this. The decathlon is about 10 events not a screw up on one.
Here's my solution: if you NH, you then get three chances to clear the opening height. If you do, that's your height. If you don't, well you just failed six times in a row including (at least) three on opening height.
...or everybody starts at a stupid low height. Everybody needs to start at 3 meters. At a minimum, you need to escalate at a maximum of 50 cm.
You could do the same for the high jump. 1m50, then 1m75...
What do you do for the long jump, shot.., where many foul out. Do you get a fourth attempt?

As a former decathlete, there is almost no excuse to foul out in the lj or shot. Dialing back just a tiny bit should be enough to maintain consistency and get a fair jump or throw on the first attempt, then you can go for it on the next two.
Pole vault is harder. But starting really low probably isn't as helpful as you think. Usually when you fail to make opening height, it is an issue of penetration. Decathletes already are usually coming in at a height that might be 2 feel below what they can clear in that grip and pole. A no height in the decathlon is usually because they're getting stood up.
If you have the standards at 80, but are coming down on top of the bar, dropping the bar down even further doesn't really help, unless you also go down grip and poles, since you no longer "need" the extra grip.
But that means changing technique mid competition just to jump lower. Most athletes are going to be resistant to that. It is much more likely they'll say "F it" and try to bull dog their way onto the bigger pole they're struggling to get on that day.
