run XC and outdoor track - primary event is 1600 (high school - no real indoor season)
should my base build up (mpw) in the winter - pre-outdoor track - be the same as my summer base build before XC?
thanks

Probably you want to include more tempo work early on during the winter -- 1 mile - 2 miles - 1 mile, 2 x 2 miles, 3-4 miles steady. You could cycle through these -- one a week over the winter months. Start not too fast, and get a little faster each month. 20-25% slower than mile pace is a reasonable staring point. These workouts should not be so hard that you're beat the next day.
You can follow any of these up with 3-5 x 200 at mile pace, 200 jog between, or even 100s.
