Seems to me that Oregon has a "club" or intramural program. I think 2 years ago a guy moved up from the club and ran with the team and made the top 7. I've seen heats at the UWash meets for club athletes as well. Not exactly the answer to your question...but kinda related.

Idk about Oregon, but UP takes just about anyone decent. They'll just see which of the 20+ freshmen survive high milieage and turn out good.
Oregon does have a Club Team, and the two guys you're likely referring to who made the team from Club were Brett Willyard, and Carlos Trujillo who went on to win the PAC-10 10K in 2008.
Walking on at Oregon now is extremely difficult but not uncommon. I know for the women right now there are a couple of walk-ons.
Perrin Xthona at 2:20.05 (800m), 4:38.27 (1500m), 10:14.10 (3000m) and ran for the team at PAC-12 Champs in XC.
Kelly O'Neill 2:12 (800) 4:37.09 (1500) - Kelly has improved significantly to 4:26 since walking on.
Probably 1:56, 4:25, or 9:30 for walk on at Portland. Anything slower is still possible but not guaranteed. Scholarships are a different story. You're not going to get one unless you are 9:10 or under. Give the assistant coach a call if you're interested.
If you're interested in Oregon, good luck. Unless you're very good, you will likely run on the Oregon Running club team. That's not necessarily a bad thing but there are several runners on the club that could actually run for a college. It's all down to choice and each had their own benefits
There is a lot of really bad information in this thread.
Walking on at Portland is pretty easy, staying on the team isn't quite as easy. As long as you have ran average marks, and Rob has reasons to believe you won't cause trouble, he will probably give you a chance. At that point you just need to stay training. Lots of people walk-on to the team, then get cut -keep training and ultimately find themselves on the team again.There have been numerous of guys that have NOT ran 9:30 for a 3k, let a lone 2 miles that have been welcomed on at UP.
I think Rob would carry 100 people if he could, it's more about roster restrictions.
Oregon I can't speak for anymore. Used to be pretty darn quick to transfer, as far as walking on out of high school I'm not sure, and unlike other people on this thread, I'm not going to make stuff up and act like I know what I'm talking about.
I will say when Oregon started getting good again - 2005/2006, I know a 49/1:52/3:58 small school kid that was a walk-on. I was also told that the Dettman's were only given a very, very small scholarship but that's second hand info. I want to say they were 4:12/9:15 type guys.
Daniel Winn was also a walk-on from what I understand. He ran 3:58 and 8:33 1500/3k.
