It was quite confusing hearing 2 guns and 3 or 4 on false starts.

This also made it impossible to warm up as they were running field events everywhere else.
kids were doing strides in the very busy parking lot LOL or worse out on the sidewalk.

Stupid. Why would you choose to have so many heats as to make this necessary? If the need arises to run multiple races at once, you've accepted too many entries.

That's nothing. I once went to a track meet where they allowed children to play on the field while the javelin competition was being held. Serious "Darwin's Award" type stuff.
Normal procedure at big youth meets.
Ive also seen not just a 2nd but a THIRD 400m heat started before all of the first heat runners finished.
I have attended a couple of my son's junior high track meets in recent weeks. At the most recent meet, with only 3 large schools participating, they ran one big heat for each of the 400m, 800m, and 1500m races.
The 7th grade boys 400m featured one heat with 45 athletes running in lanes on the 8-lane track. Some lanes had as many as 8 runners, and it took those in the back a couple of seconds to reach the "start line" of the 2-turn stagger.
In the 800m and 1500m races, they combined 7th grade boys and girls. There were approximately 80 runners in the 800m and 65 athletes in the 1500. They used a one-turn stagger in the 800 and a mass waterfall start for the 1500m. It was insane and nearly impossible not to get boxed in for most of the first lap.
Meanwhile, although they saved a few minutes by running only one heat of the 400, 800, and 1500, the meet featured about 30 heats of the 100m dash and about 20 heats of the 200m. I would love to have seen them run multiple heats simultaneously and utilize the backstretch to truly save time.

My daughter just started running CYO Track. It sounds like a similar set up, they have one heat in each distance event (800 and 1600) combining both boys and girls of all ages. However, it is not a problem because these events don't have many kids running.
On the other hand, there are dozens of 100 meter heats. Suffice it to say that, if these kids continue running track, almost none will be competitive sprinters.
