This question makes no sense. I don't see the connection between whether the USA is a nation of "problem solvers" and which countries are "problem makers." If the USA wasn't a nation of problem solvers, would a different set of countries be the problem makers?
I'm not even sure what it means for the USA to be a nation "of" anything. This is sort of like asking whether the USA is a "Christian nation." There are many Christians in the USA, but there are many non-Christians as well. The same goes for problem solvers.

The problem solvers tend to be the problem makers. That said, the US has no monopoly on problem solving.

Actually, the U.S. is the reason the Middle East is unstable. We've been trying to steal their oil for 30 years. We funded, trained, and started the Taliban and then funded, trained, and started ISIS. Take the U.S. out of the picture and those two groups don't exist.
