There Is really only one way. Run as fast as you can. Then shop around for the school that will pay you. One school may give a ton of money to a 1:55 guy where another school would give little to nothing.

I'll go with these times for minimum:
D1
800 - 1:54, 1600 - 4:15, 3200 - 9:30, 5K - 15:45
D2
800 - 1:58, 1600 - 4:25, 3200 - 9:55, 5K - 16:15
Don't forget NAIA. Some of those schools unofficially give full rides to people that would never get money even in D2. The coaches pull strings and get a kid into the school on academic money. I had a hs teammate go to a religious NAIA school on a full ride with prs around 2:04, 4:40, 10:20, 17:30.
It wasn't a great school, but his parents were poor, so it was a good situation for him.
It totally depends on the school and how competitive they are. For some, you need to be competitive nationally. For others, you need to be competitive on a dual meet level
I'd be curious what the slowest times you could post and still get a scholarship SOMEWHERE. Even at a community college level

Yeah, that's pretty odd. I've run very close to 17 flat a few times and couldn't touch his other times at all. Not even close. 17:30 is my 5k split on route to an 8k.
15:47 XC 5k and 9:25 for 3200.
Full ride NAIA. Graduating this spring with $0 debt. 20k/yr athletic and the total cost is double that, but I had other academic/various scholarships to cover it all.
Many D1 schools wouldn't even contact me back.
