Um, even the best at running hydration is WAY more functionally dehydrated than Froome or any other cyclist.
Runners also figured this out long before cyclists. Plus a cyclist choosing not to drink still carries his full bottle with him. That's dumb.

Cyclists dump out their water.
Most runners don't do 21-day running competitions... those that do probably shouldn't worry about functional dehydration.

This sounds like a premptive excuse by the Sky Team Doctor to explain Team Sky riders' wildly fluctuating hematocrit values. "Oh no this huge increase in hematocrit on the passport was due to functional dehydration - honest!"
Team Sky doctors also premptively inject riders with high dose corticosteroids during grand tours just in case they might have a bit of asthma ....
Racehorse trainers have used functional dehydration for millennia to improve performance.. That's why using Lasix as a quick method of achieving it is so popular. Lasix will cause a horse to lose about 26 liters of fluid in a hurry.
The whole idea that tiny drops in hydration impact performance is flawed.
Noakes's book, "Waterlogged" covered it all in 2012, including some nice charts of records vs. %wt hydration loss.
