Women are ALLOWED 18, and Men are ALLOWED 12.6, but most programs do not have the maximum amount.The current roster of freshmen, soph, juniors, seniors, can have a total of 18/12.6 between them, coming to an average of 4.5/3.15 per class year.ie. senior women's class uses 7, juniors, 6, sophomores 3, freshmen 2. Since this team is graduating 7 scholarships, they can use 7 to recruit the next class of freshmen (or use some of that to increase scholarship of those already on the team).

Keep in mind that many more schools sponsor a greater percentage of those allowable women scholarships...the lesson here? If you want your children's college paid for, have daughters & make sure they attain mediocrity in some NCAA sponsored sport. Viola, education paid for! As long as they (you) aren't picky about what level of athletic school they go to...
As stated , many Div 1 schools don't have the maximum allowable track scholarships. For instance even Women's track/xc at Xavier Univ (Big East conference) only has 4 total scholarships for the entire women's track and xc team.
Those are total for the entire team. Many just get books covered, some 30% etc.
Division 2 schools have same number allowed for men's and women's team
Many of the athletes will not have a full 1.0 scholarship either. And it is spread out amongst the track/xc team. Some schools push it all into distance, others into sprints. I'm not expert, but if you are a 14:10 guy and want to transfer to let's say Texas A&M, you probably wouldn't get much.
Just to add on what's already been said...
The NCAA limits of 12.6 and 18.0 for Men and Women respectively cover 100% of the costs of tuition, room, board, books and fees for the year. So 1.0 = 100% of all costs to attend. This is what all FCS football players on scholarship and all men and women's D1 basketball players get. For most other sports, very few are "fully funded" meaning that they do not have the university funding to support 12.6 or 18.0 for track. In other words, 12.6 for men may = $1.0 million in total costs but the university will only fund 1/2 that.
There are probably less than a handful of XC/TF types who receive a true "full scholarship" each year. The best of the bunch may receive full tuition but the more likely scenario is a specific dollar scholarship towards their total university bill. Some are able to combine athletic and academic aid to cover more, if not all, costs.
Hope this additional information helps but do ask questions of the athletic staff at the schools who are recruiting your son/daughter.
