Technically speaking, there will be at least a tiny amount of pull in each running step, because at a constant speed the foot lands slightly in front of the body's center of mass (if it didn't, you'd fall on your nose), and you have to pull to get the COM past it.
But a landing in front of the COM is a braking force, so we seek to minimize that by a) having that front-side distance be as short as possible and b) having the foot be moving backward--toward the rear, that is--as it lands. Both of these can be accomplished by maintaining a good body alignment and by leading each step with the knee, rather than the foot.
