As a government bureaucrat myself, I understand the desire to enforce the rules. But rules here and there always will be broke. You also have to understand when a gross violation that affects the outcome needs to be enforced, and when you need to look the other way with minor infractions.

Cones are in place. You can still see them in the 4x4
I guess I should clarify that he didn't say anything about cones not being there. It looks like there are cones there at the start of the men's 4x400. I don't know if they were there or not during the 5000.

Okay, so it is about stepping on the line, not the shoving and jostling. Oops.
Perhaps the protest for the DQ could specify was you said. We've all stepped across that line when there isn't a rail or cones. But I think it is unlikely the IAAF will reverse their decision for their own error.

When did this become required? I'm in my 20s and I was taught growing up to just stand at attention during the National anthem.
I saw him step over the line. But I thought he was jostled and had to in order to keep his balance. Hopefully he wins his appeal.

This is like the stories you hear from high school meets where some girl wins the pole vault by an entire foot but is DQed due to an "illegal" head band or something trival that had no effect on the actual outcome.
