Ran a marathon that was not USATF certified, and qualified for Boston. Can the course be certified retroactively?

Why Ryan Hall broke the AR in the half, he was so far ahead of the expected pace (1:02-3) that the 5k finishers had not all cleared the course and were blocking the road on the way to the finish line. The guy driving the timing truck and the police took a one block detour in downtown to avoid the 5k finishers. USATF had to come back and certify the detoured course after the fact in order to ratify the record. So, it must be possible, not that anyone would be willing to certify a marathon course so one guy could BQ.
