The race is held on a specially constructed submerged track. You get disqualified for swimming, floating, treading water, anything that looks like swimming. For the race would you want to wear spikes?

I would do not training and just turn up
Waisting one day would be enough
Buy a boat.
Run with a water vest
Hmmm? Is 'waisting' a new running technique?Tell us more

i wouldn't bother. anybody under six feet shouldn't even bother toeing the line, because they won't have a chance against a taller person
If I lived near an ocean or a lake I would go out to 2.5 feet deep and then do normal running training at that depth.
If ocean / lake isn't an option I would do classical cross country skiing, only the striding technique, while wearing some weighted apparatus around my legs and ankles.
Do a lot of walking because that's the only way you're going 10,000 meters through that much water. You could sort of run for a few steps but would be quickly exhausted.
Probably go to a lake and walk around near the shore. You could also use a river like a treadmill, just stand in one spot and walk in place against the current.
Same as I would for a blow-job contest, just try to get ahead...

Your going to look pretty odd just wearing spikes. I suggest wearing speedos.
