Depends where, obviously. And it would be much easier if you already know someone or a group of people who speak English.
Learn please and thank you and be respectful and you shouldn't have any problem in Mexico. You'll pick up important phrases pretty quickly. I have traveled in many countries for weeks at a time without knowing the native languages and have never had any problems.
Most people understand a little bit of English and they are patient if you try to speak their language. The exception is Paris, France. Parisians are a bunch of snobbish, impatient jerks, and they seem to prefer that you don't try to speak French unless you are fluent.

Mexico City yes. Many other places probably not.
Spanish is easy. Just learn the basics and add -o to everything. For example: "Excuso meo, whero esto el bathroomo, por favor?"
Make sure to speak loudly and enunciate, and you won't have any trouble. The Mexicans may pretend not to understand but it's only a ploy to get a bigger tip.
I'm sure in Cancun, Cozumel, Cabo, some other places beginning with C, you could get by.

If you are planning to "live" in Juarez make sure your life insurance is paid up and your will is up to date.
You could easily survive in touristy areas or cities near the border. Towns away the border and rural communities would be much more difficult to live in.
Why should he learn? Everyone in south Texas speaks Spanish and have the nerve to tell white people (who live here!) that they need to learn Spanish. Typical double standards. Cross the border, NO ONE speaks English. Go figure.

Depends on where you go in Mexico. If you go to a resort town like Cancun, Cabo or Puerto Vallarta, then no problemo. If you go elsewhere, you might have an issue. If you can't make up your mind, then go to Belize (official language is English, although most people speak Spanish or Creole at home).
