Almost any serious and competitive runner could compete in college. It just depends on if you want to go where your times fit.
I'm a pathetic hobby jogger by this board's standards but I just don't see why from those times you wouldn't consider running in college and with one year to go to improve even further on those times I think it's a no-brainer, unless I'm missing something in the question.
Was the 5K XC or no? More of a 3200m guy in my opinion, so a possible future in 5K/10K in college. Not to say neglect the 1600m now. D2/D3 is definintely possible, especially in a smaller state.

The 5k was during XC
These times are upon finishing sophomore year, I still have my junior and senior seasons.
You absolutely could, it'll just depend on what level and how your next two years go. Conversely you might decide not to. Some people prefer a normal college experience and find it's not the same as they enjoyed in high school. It's all about what's best for you.

If you improve just a bit more (think 10 seconds off your 3200m, 8 seconds off your 1600 and 20 seconds off your 5K) you can probably walk-on to the XC team at most D1 schools. You may not make the track roster though.
Do it. Work hard. Even if you end up not liking running, it can help you get into a better school than you would have otherwise, and maybe even get a scholarship which is worth tens of thousands of dollars.
