I have nothing but good things to say about Indy Monumental. I've been in the elite athlete section the last few years and they've been super supportive of up and coming sub-elites. I would get in touch with Matt Ebersole if your wife is planning on running sub 3:00. She'll have a lot of company if she's running right around 3:00.
Course: Great tour of the city and flat! They changed it last year to take out a lot of the turns in the first 3 miles and it was a great change. I've run PR's there on 2 separate occasions.
Weather: 2/3 years has been absolutely perfect. Cool, overcast and no wind. Two years ago it was pretty windy on the way out and then a strong tailwind on the way back so if people were smart they ran huge negative splits.
Logistics: Super easy since it's not a huuuuge marathon like NYC, Chicago, Nashville, etc.
Bottom Line- It's my favorite fall marathon and I highly recommend it.
