Because there is a higher partial pressure of O2 in the atmosphere at higher temps. O2 is always 21% of the atmospheric pressure so that will rise and fall with barometric pressure.
@7000ft the pressure is 22.75 so x0.21= 4.78in Hg O2
(Less O2, train muscles to kick ass at lower altitudes.)
Sea Level 29.92 x0.21 = 6.28inHg O2 (MORE O2, easier to feed muscles)
33 feet under the ocean there is double the O2 there is at sea level.
(You probably cant run very fast down here)
