Who do average runners train with in university?
For example a male 17:00 5K runner that goes to college, do they train with the NCAA squad? or are there squads for this runners that are not good enough?

If it is a D3 school a 17:00 runner would be good enough to make the team.
Many D1 schools have a club or intermural program that train together and compete in open meets.
Most likely you will train most of the time by yourself. The good guys are on the university team and everyone else is getting wasted or playing some multi-player computer game in their spare times. People who do work out in their free time almost never run and if they do run they almost certainly don't run when it's below 60F. I do 100% of my training solo. It is what it is.
I guess there is the chance of joining a local club wherever your uni is placed?
If there's a good NCAA team and no club team then you're in no-man's land where you can either train with the team and get constantly your a$$ kicked or run with the hobbyjoggers where 6 miles is a long run.
At Notre Dame there's a surprisingly competitive "intramural" XC league between dorms. Multiple guys in the low 16's XC who weren't on the NCAA team.
Would they allow you to train with the NCAA team??

probably not. You can ask but the coach will most likely turn you down. Like you can send an email an be super respectful and polite but he will probably turn you down

aha aha...I'm super polite other LR posters would call you JOGGER!!
Only track/XC people would ask such a thing, or reply with hope.
1. Could you email the basketball coach and ask to jump in their practices? How about take batting practice with baseball team or run routes during football practice? Maybe if you're real polite..........the answer to your equestrian and all of above is unequivocally, NO.
2. There are NCAA rules, and athletic dept. liability issues, but all this is secondary to point 1.
