You mean the same Sally Jenkins who has totally exposed Roger Goodell as an incompetent fraud as NFL commissioner?
It's completely fraud. There are some good administrations out there, but the unfortunate fact is, a growing number of administrations are in the game for one reason... extortion/fraud. They use the cover of "facility building" to pad their own pockets. A $1million project often times turns into $2million, but it is not because of contractor costs.
The "donors" are the suckers... and the administrations know it.
Deficit spending on football stadiums still generate revenue and attract more student-fans which can't be measured on the income statement. It's a fallacy to think that because they spend $13M on stadium upgrades they could have spent $13M on a track and field team, which would not provide any revenue.
There are plenty of things wrong with the control freak NCAA but more government coercion is not the answer. The government has done enough damage already.
