my advice is mostly questions but here it goes:
which race is most important to you?
4 weeks is too long for one peak. i think, like another poster said, you could take a few days off after state and do a hard workout between then and NXN and you'll be fine.
your coach should have you peaking around the state meet if you have a chance of performing well there. if you don't have a chance of performing well there or it is a huge accomplishment just to make it, you should probably try to peak around the qualifier. in that case, you don't need to be peaking at state. and above all else, you should be listening to your coach and not tweaking or doing your own workouts. you'll screw it up
are you the best/only runner on your team with a chance to get to state?
don't count your chickens before they hatch either, little fella. get to the state meet and run well there. anything after that won't be as fun or rewarding in my experience (unless you can compete for the top ten )
if you're a good runner, you'll find a way to race well at nxn, but i'd put my eggs in the state meet basket. footlocker and similar races just aren't as fun, especially if you're emotionally drained from the season
the best advice i can give you is to stay away from sites like this and not to read meet results. don't question your training, just prepare for the next run. next race. next workout. the less you think about things other that school, friends, sleeping, recovering, eating well, and staying healthy as a runner, the better you'll do. i guarantee this

And how would i maintain a peak this long, new to running so i'm still learning things thanks!
