My thought is you use evidence to bring down the biggest athlete you can to send a message. Say you have strong evidence Bolt is doping, you bring him down to show that it doesn't matter who you are, you cheat you will be punished.
Having said that, you would think once Lance Armstrong was brought down, cyclists would fear no one was safe. However, many still continue to dope so maybe it doesn't matter if you fear you will get caught.
