From the LRC summary:

The point is: when another runner has run hard enough to be in front of you, you have to go around instead of just wishing you had run hard enough to be in a good position. Amazingly enough, this rule applies to everyone, not just the low seeds. I'd be happy to explain why Bolt does not get a 90 meter lane and Farah is expected to run all 25 laps, if you need help with that.
