You could just put blanks in xc spikes. But if you must have a flat, the nike streak lt is considered one of the best. I don't even know of any other specifically made xc flat. The streak lt was originally the streak xc and was designed for California style xc.
Back in the day there were no internets to ask questions. We went to a running shoe store to ask questions and get fitted for a shoe. You will most likely get good advice and a chance to actually try on a variety of track spikes and you will be able to make your own decision. Should be a better experience than asking random people on a board and only looking at pictures of the shoes. Just my 2 cents. - Old Runner Dude

Why would he want to try on track spikes when he's searching for XC flats?

I do all my running in Saucony Kilkenny xc flats. I run every day in them and race on the track in them. They are the only running shoe that I own or have owned for about the last seven years. They are cheap and pretty light and I like the way they feel. They run a half size small so if you're an 11 order an 11.5. They are kind of a no frills entry level flat but I prefer them to any other shoe. You may not like them but they work for me. They also make a spike version. I think that I just got a pair on sale at Saucony. Here's a link. They are $42.
