Funny thing is, looking at it now they awarded medals to those they thought were clean, but where the next in line to step up was later caught they didn't award them the medal... maybe they knew they were dirty but didn't have the proof to throw them out as well.
Looking at the results and there are so many names that pop out I can't list them all.

Finishing 4th or 5th in the final might be the way forward in the future.
No immediate medal so your chances of being dope tested post race are less, and you're probably going to move up the rankings over the course of the next few years.
On that note, maybe we will finally see Ennis get that bronze medal in the Heptathlon. She was appealing to the IAAF to get it upgraded recently..

When you consider the fast that they are testing urine, toss out the athletes that have already been sanctioned, USADA conducts the same exact tests and more frequently and the fact that none of the athletes are currently competing in the WCs, etc. This suggest to me that it is unlikely that any NOP athletes are among the 28 and probably no more than one U.S. athlete. If you are hoping to bag an NOP athlete, I think you will be disappointed. Also NOP does its own blood tests on its athletes at least twice a year. I think the list will mostly be countries with questionable testing like Russia and Africa. The good thing is they can repeat this process again every year.
and those tests are to catch cheaters?
That data is provided to WADA for independent testing?

Yes, there is a very specific 1500 runner who retired between 2003 and 2005 who's samples I would also like to see re-tested.
The Daily Mail was clearly tipped off about this at the weekend and at least one name was mentioned. So I suspect it won't be more than 24 hours before we get some leaks as to who...

What an effing joke... there's no way they'd release these results before the ARD documentary. And now that they'll do, they're blowing the whistle on a bunch of retired Russians and deflecting from the current stars. Joke.
Clever from the IAAF, it does look like a response to the recent leaked bio-passport data, when it reality it has nothing to do with that lot.
This is the ultimate proof about the IAAF covering many, many positives.
If the re-analysis of these samples has been ongoing for some time (allegedly before ARD-Seppelt's doping investigation) why was announced now? it's not a casuality.
Probably, with the retesting methods, they're catching at least 70% of the top 8 athletes for each individual event. With all these positives, they pick some "sacrificial lambs" (Russian walkers, Old-Eastern Bloc Throwers, Moroccans, Algerians, Indians, etc) and then, they notify the athletes. The rest of the dopers are covered, because it would be a mess for any sport to say that 70% of the top 8 athletes for each event are doped.
