What's the best way, since times are almost irrelevant depending on the courses? Is there some way to figure out when teams ran head to head?

To be honest, you can't even compare college track teams on times alone, and the distances are consistent.
Going into NCAAs outdoor, Cheserek and Jenkins were 12th/13th in the 5000m and 17th/18th in the 10000m. Not everybody runs maxed out throughout the year.
The ambiguity is what makes coming up with rankings so fun! Just don't get fooled into thinking Furman is going to be a top-5 team because they scored 15 points in the Southern Conference meet.
I know, I'm not too worried about, its just that it's really hard to compare, say, a Pac-12 Mountain Region Team and an ACC Northeast Region Team, and it'd be nice to get even a rough idea, becuase I'm going to college soon and trying to figure out which teams are good. Itd be nice if I could even tell if they're in the same league as another team.
Use an ELO test.
