Could be in 2016 if Dibaba focuses on the 1500. Her time last week was run very unevenly. I'd guess she's in about 4:04-5 shape right now.
The mile is hardly ever run, but if a woman ever ran ~3:42.2, I guess I'd consider that sub-4 material.

There's a huge un-tapped talent pool as far as Kenyan and Ethiopian female runners, because of gender inequality issues. Less women get the opportunity to run, which is why European and American women can still be competitive. As soon as women's rights catch up in the Rift Valley I think the 4 minute mile will become a lot easier to break.

While some of this may be true, I highly doubt that there are many, if any undiscovered talents who have the potential to be better than Dibaba (WR-holding sister, great coach/training group, perfect form, etc.). Dibaba is in 4:07 shape, maybe give her another second or two with perfect pacing, but she's still at least five seconds away. That gap will take decades to overcome, even with gender equality in East Africa.
