Mio Alpha. Its 99.9% accurate and does not require a chest strap. The alpha 2 has been out for a little while. You should be able to find an alpha 1 for under 100 bucks.
I've used one on numerous occasions and was really pleased with it.

It does interval timing, split times, average HR by split. You can set zones and zone alarms.
The Tapscreen is awesome once you figure out how to use it. To start and stop the stopwatch function, you tap the screen. You don't have to push a button. These can be bought cheap because people can't figure out how to use the tapscreen. Set it too soft and every jiggle sets it off. Set it too hard and it takes a whack instead of a tap. The secret is to set it moderately hard and use your fingernail to tap. I just bought a used one on eBay for $40, but you can get them for about $80-$80 new.
Definitely something used. Way more bang for your buck with a year or two old model than anything new. I've used a few different ones over the years, the only brand I wouldn't recommend is Suunto, I had extremely poor customer service from them when the HRM stopped working properly.
I use my finger and it's free. But don't worry about monitoring your heart, it's either working or it's not.
