You could be on the team at a lot of D1 schools, but that doesn't mean you will get scholarship money.
Look up the colleges you're interested in and email their coaches. Every coach will have a contact email on their track and field website.
As a high schooler, you have to be proactive about your college choice, don't sit around and wait for coaches to contact you.
You get into college by having good grades in high school.
Many colleges will be happy to have you run for them but you will not receive scholarship money nor any admissions advantages over say your team captain that never broke 5:00 for 1500m.
Now, you are good enough to try for a breakout XC season to change all that. The odds of a breakout season might be good if you haven't trained consistently. Read Summer of Malmo:

Don't waste your time at a D1 school where you'll be lucky to be noticed by the coach, or even get on the bus to away meets. You'll be stuck training over your head with 1:50 / 3:50 guys and you'll get hurt or burned out.
Those times will put you in the hunt at most D3 schools - many of which have excellent funding, travel budgets, etc....and you can be one of the studs on the team instead of a bench rider. Also, there are plenty of excellent coaches at these schools that can develop your talent to the next level instead of watching crash chasing guys that are much faster day after day.

I don't understand the obsession with D1. Is it just so that you can brag about running D1? What good is it if you're only running in local meets and the coach ignores you? There are plenty of D3 schools that are academically better than D1, and some of them have very good programs. You can run for them and actually enjoy the experience.

Go to North Central College in Naperville. DECENT academics, D3 Powerhouse, and one of their Alum is in the 10k USA championships.
Apply to Fordham, u get a bit faster in the 1500 and I'll deff get some money atleast
You could probably get a full-ride at Missouri.
You could get into the middle to lower D1 schools meaning submit league and horizon league which would be the lower end. You could also walk on at better schools. I run in the horizon league for Detroit mercy. The level of competition would probably fit you perfectly. To score in the league meet you would need to run a 1:53. To win the league you would have to run a 1:51. It is not the big 10. However, if you do get really good you can be on the same stage as any other D1 runner. It could be a great fit for you depending on your academic interests.

If you're not getting scholarship money, just go to the best school you get into (education wise) and walk on. I ran D1, and also had a few friends at D3 programs, and the atmosphere/contrast is stark in terms of funding and your training partners. I hated D1 running.

I'm applying to North Central for the fall 2015, are you an alum? The largest complaint I've heard is its "cliques" but I never had a part in the high school bullshit so I think I'd be fine. My academics are excellent but my times aren't that great, do they let anyone join the team or are there tryouts?

You might get ignored by top tier schools but you can easily walk on to a mid or lower level d1 school and might even grab a little money with a strong xc season. As for people telling you youre better off going d3, I feel like theyre underestimating the benefit of running with people better than you. If you find the right d1 coach to give you a shot, its likely you'll improve rapidly by virtue of being pushed by talented teammates everyday.
Not an alum but I follow them...if you're from IL then you know how York HS operates then you know they are the college version of them. Extremely successful but they have a ton of people on their team for a reason...they grind everyone they have and hope to have 7 running quick. Take that as you will...I know how I did when I was recruited by them.
They also let anyone join to answer that question...just gotta contact their coach.
