So I've done a few track meets this year and one thing I noticed today is that guys and girls, even from the same team, don't really talk to each other. It might be easier for me to talk to ladies at meets if other guys were doing it. Thoughts?

I've experienced the exact opposite. There's lots of interaction at our track meets. Not just with those of us on the same team, but also with other teams. Track meets are a great way to meet people of both genders.
Flirting with girls at training and competitions is one of the best things about running.

Here is what I think it is...
What you are observing is a microcosm for the relationship and interactions between men and women in society at large as a whole. The trend nowadays is for all women feeling as if they are entitled to a Zach Efron or Brad Pitt who is rich. Women have gotten so demanding that it is insane. Ninety percent of women are only inteen and women want nothing to do with one another for the most part. rested in 10% of men (tall, attractive, rich, good facial aesthetics). Meanwhile, most guys, myself included, just want to meet a nice girl and aren't really all that demanding, which I am sure you can relate to. So, most men have just become so fed up and disillusioned with the entire thing, and are tired of feeling like s***, such that they would rather not even bother. Additionally, this is amplified by the fact that most of the girls at the track meet are going to be thin/in shape, so they are even more entitled and stuck up.
Add to this the feminist trend to label men as rapists for merely approaching a woman in a social setting, and there you have it.
Nowadays, men and women in their 20s and early 30s don't really want a whole lot to do with one another.

I guess you can find a reason not to congratulate a female winner, or you can chance defeating your inner demons.

How about this instead: Start saying it to multiple people, not just a specific girl you like. It will help you "practice" talking to people and it's an easy, positive thing to say, so whether or not it gets the one girl, she will still have a good impression of you as will everyone else. People will see that you are friendly and supportive. This takes a little time to establish. There is no one and done magical pick up line.
