I don't think so.
Although the USOC (parent to USATF) is a federally chartered non-profit corporation, it doesn't function like a government agency so an FOIA request won't work (unless Indiana or NY have a state version that will). USATF must comply with the public disclosure requirments just like other non-profits (as would NYRR) but that would not normally include credit card reports.
USATF's by-laws require this: "Audit schedule: The Board, effective at the beginning of each fiscal year, shall select a Certified Public Accountant to audit the books and financial records of USATF for the ensuing year. After completing the audit, the auditor shall submit his or her report to the Board, and as soon after as reasonably possible, copies of the audit report shall be available for USATF members before the next annual meeting."
But, as many have noted many times, USATF is often neglect in their auditing and reporting. If you are a member, you could request it but the audit isn't going to provide your credit card receipts and detailed expense reports.
