Honestly its all about the training and how you train. I ran a 9:51 3200m off of 20-25 miles a week. It's the quality of the workouts

Depends on talent. For most high school boys the answer to that question is yes, though. Rare for a sophomore to do over 55. I have some who do, but they have a considerable training background already.
