You would be correct if no tuition dollars are spent on athletics.
If the athletic department at The university of Oregon generates all of the funds necessary to pay for 100 percent of its operations which includes all salaries, scholarships for student athletes, facility improvements and all operational expenses - then you would be correct.
Very few universities can truly say that. Perhaps Oregon does?
Nevertheless, Oregon went outside the USA when they couldn't land the top US middle distance recruits of the 2015 class. They were not interested in investing in second best. Plus picking up a 19 year old Freshman provides added advantage over a typical aged domestic athlete.
A solution might be when athletic departments don't fund 100 percent of their athletic operations they should be limited in the number of foreign athletes they can bring in on scholarship.
This is unusual for Oregon, which has focused on American athletes. But they did also pick up the French(?) 8:32 steeplechaser in previous years. This Austrian ran 2:20 1000m at 17! That compares favorably to Webb's former national high school record of 2:24 at 18. A fine prospect for a team that hasn't done all that well with its "lower-tier" American recruits in xc, despite very impressive hs track credentials.
If you watch his interviews, you will see that this Austrian kid was in Eugene for the World Junior Championships last Summer. He says that he fell in love with Oregon and the opportunity to train with other good runners. He sounds like a smart kid and I wish him all the best to make the most out of his talents at a place where there exists actual track and field fans.

Like it or not, any college has federal dollars flowing in from Scientific and other grants from NIH, NSF, ONR, etc. Most upper education is supported by the government (Federal and state) - which means TAXPAYERS.

Awareness, creates concern, which creates debate and possible change.
Where does all of this lead? Universities with age appropriate top tier domestic recruits red shirting them their first year in order to gain maturity and strength to better compete against older foreign athletes?
Who pays for the fifth year... Athletic departments, tax payers, mom and Dad, combination of the three?
There is a cost/ripple/exclusion impact when programs bring in foreign athletes. I am not saying don't do it, I am suggesting limiting it and that people need to be cognizant of the ramifications/costs.
