Not sure about pants and boots. I once ran 1.85 miles (25 laps on a 13.5 lap to the mile indoor track) in 10 minutes while wearing pants and dress shoes. This comes out to 5:24 pace, so 8:0X for 1.5 miles. There were 13 middle schoolers on the track. Weaving in and out certainly slowed me down; I'd say it made up for the fact that dress shoes are lighter than boots. Anyways, I was running as hard as I could and I was in 15:45-16:00 5k shape at the time. Based on all of this scientific data, you should be able to gauge where you'll be.
Depends on the boots. The work boots I used for my last job I absolutely could not run in. I'd guess there are boots out there that would only slow you down 30 or 40 seconds per mile. Add a few more seconds for pants in place of shorts, and you're looking at your normal 1.5mi time plus a minute.
Thanks to those last two responses. They advise you to try to run the first 400m in 90 seconds, expecting you to fade, and to qualify for the training of the SEALs (most respected position), you only have to run 10:00. . . . So with any decent time, I should be able to get just about any physically demanding job assuming I can swim halfway decent.

I've got to agree with this response. "Boots" could be anything from 2.5 pound (each boot) leather, Vibram-sole clunkers down to some of the streamline high-top boots that are glorified ultra-running shoes.
