Today I ran 7x1k on rolling hills (so it was just like a cross country course). I had 3 minutes rest between each, and my splits were 3:05, 3:03, 3:01, 3:02, 3:01, 3:00, 3:00.

Low 15? I don't know, rest seems a little long especially if it was just standing recovery. Next time shorten the recovery and jog in between intervals.
I'd say probably mid 15's.
It was a jogging recovery. 3 minutes still too much?
How hard of a workout was it supposed to be? Did you feel like you could've done the same workout with less recovery? Have you done any 5k races recently?

We were supposed to run at what we thought was race pace. I feel I could have done the same workout with 2:00-2:30 recovery. The last 5k race I ran was a solo 16:15 (PR) a couple weeks ago.

In that case your recovery was pretty much spot on. Depending on how hard that felt, you were probably capable of taking >3:00 rest considering your splits. Nice job on the solo 16:15 though. My prediction: 15:3x with competition on a solid course. Good luck.
