Stored ATP in muscles is only available for somewhere around 3 seconds. You might be thinking about the Phosphocreatine system.
It's more like eight seconds.
textbook answer is that the energy expended in the first 7-10 seconds comes primarily from stored ATP and CP in the muscles. Obviously after that it drops off and moves into the other systems.
Train to start fast and you'll be good either way.
I'm not great at the physiology but trying to learn. Sounds like I could probably sprint a short time (10 seconds?) without hurting myself too much then.

Why does that perplex you? What should they do instead?
You can use your stored ATP for 3 seconds anything after that and it could end up hurting you. You go up to 8-10-15 seconds you are starting to use a system to create energy that you'll need later.

Unless you have pure hate stored in your liver. Then you can synthesize an extra 7 seconds-worth of free ATP.

Well when a runner hits the 400m mark at 60-62 seconds in a 5k that makes me scratch my head a bit for a kid who slows to 85 seconds per 400m-- and yes I see it all the time in big invites. On the other hand I do think you need to get out a bit fast just to get good position-- finding the balance is the part I struggle with.

The best strategy is to sprint all out for the first 15 seconds, then take about a 15-20 second rest and then sprint again for 15 seconds and so on. You'll use up virtually no energy!

I have run on pure hate before. First mile was awesome! Not so much after that. (though I was so far ahead that the others just let me go and couldn't see me dieing in the woods for the rest of the race)
