I would go with Wetmore, but there are probably a lot more good coaches in D2/D3 that don't get hs studs but are better coaches.

Zach Kughn without a doubt. Dude has does an exceptional job in a limited time this summer. Look for him on the rise
I think Carlos Benton has done a much better job developing talent. Commonly known as "third leg Los", he is another up and comer. Watch out for his athletes.
Wetmore is the best distance coach currently in the NCAA in my opinion, but he rarely produces stellar 1500m guys. Part of that might have to do with Boulder and training at altitude (it is tough to get used to running fast up there), but I don't know. I would still consider him a distance expert, not a mid-D expert.
Kerr is doing some great things over at BC and I expect a couple of them to be sub 30 this fall.

Who's that?
Probably Wetmore for Steeplers, but Andy Powell for middle distance and distance runners. Who can argue with the success these two have had at Colorado and Oregon?
Powell has produced some of the best... Not sure how much of that was his coaching or Nike influence etc.
The people who say Powell are hilarious to me.
You realize he gets the pick of the litter right?
Also, you realize that the best athletes aren't even trained by Powell.
Laura Roesler trained by someone else. Parker Stinson someone else. Cheserek someone else. and so on.
Oregon has about 3-4 outside coaches writing their workouts or visiting their recruits (hey, salazar visited on a recruit home visit...what's wrong with that?)
The funny thing is it's so illegal in NCAA terms it's not even funny. But no one cares because it's Nike/Oregon.

Who is "someone else"? Obviously he or she is the answer to OP's question.
And why wouldn't anyone care if nike/oregon did something "so illegal in ncaa terms"? I would guess lots of letsrun losers er, posters care. They seem to obsess about it.

Like him as a person or not, all he does is produce studs.
He's just good at recruiting and not destroying top talent with training. He wasn't anything special as a coach. His training methods were textbook, and he tended to be cautious when prescribing paces and distances for workouts.

is this actually legit? mainly the outside coaching, but also the alleged NCAA violations? I've heard many of the athletes are given altitude tents to sleep in which seems like a huge stretch in terms of allowable benefits, but no one seems to care.
Dismissing the great job being done by Andy Powell? It's all about jealousy.
yea, it definitely seems that way. Powell seems like he has done an amazing job. Regardless of the talent that they get. also did some research and the outside coaching seems to be completely made up:

stinson mentions being coached by powell, before he evened got to UO, so I doubt that he would be able to switch things up while being there. Powell most certainly coaches cheserek. rupp is the only person i've heard to have an outside coach and that doesn't apply here, obviously
The post about Parker Stinson only adds fuel to the contention that Andy Powell is a great distance coach. Coming out of high school in Texas, Stinson was #3 rated, behind Craig Lutz. By the time they were college Juniors (Lutz at Texas and Stinson at Oregon), Stinson far overshadowed Lutz both in Cross Country and in the 5K/10K race times. This is just more evidence of how well Powell has done with his runners.
FWIW...I believe that Lananna coached Andy Wheating, but other than Wheating and Rupp, Powell has been the primary coach for all of Oregon successful middle distance and distance runners.
