Vertically if at all possible. When they are lying on floor they can get damaged pretty easy.
Thanks, thrown most of my life, but never gave it much thought because mostly stuck to shot and discus. Now will have javelin and perhaps pole vault at a junior college.
Store poles vertically? I've never heard of anybody storing pole vault poles vertically, that is just bizarre. How do you store a 15 foot pole vertically?
Most schools will have a typical storage container. Drill a couple of holes in it to mount some sort of a rack or shelves to store them horizontally, but off the ground so they aren't stepped on. This is a pretty typical example that you can do for cheap:

As far as javelins, most colleges get two boards and drill a bunch of holes into them, with them both mounted horizontally about a foot apart. Then the javelin goes into that hole for convenient storage.
