I would totally buy this... problem is it probs wouldn't make that much money outside of the running world. If someone was committed enough to make one though, just for fun, that would be really cool.
I think there is a track and field video game on the WII. I got slaughtered by my 11 year-old nice.
I think he means more like one along the lines of NCAA Football or something like that, where you have a "dynasty mode" with full control of a program, or at least something similar. Not just one where you randomly do races.

To me, the real draw of such a game would be building a college program. Recruiting, building a training program, race strategy, etc..
Something like the NCAA football game is unrealistic to expect, because I can't think of any way to make the actual gameplay of running workouts/races interesting without turning it into an absurd Mario cart style racing game. However, some sort of text sim game would be very fun to play if done right.
Recruiting: would be a ton of fun. Go for the stud footlocker finalists and build an all-star team. Look for hidden gems from small states who are under trained but have high potential. You could send your assistants out to scout high school runners. The more you scout the more information you unlock about them. Categories like durability, endurance, speed, toughness, etc.. You would have to make tough decisions between a faster guy who is injury prone, versus a more durable, more reliable, but slightly slower recruit.
Training plan: As your runners progress from freshman to upper-classmen, you gain more knowledge about the kind of training that works best for them. For example, some of your guys might have to run less mileage and x-train more because they're injury-prone. Others can handle high mileage, but need to work on their speed more.
Race strategy: scout the course before the race. Individualize your race strategies or tell your guys to work together (possible performance bonus if they're really close in fitness, but with the risk that one guy might hold back too much or go out too hard). Scout the competition, race in a pack and run controlled for the team win (like Wisconsin a couple years back)
would be awesome if some tech savvy person decided to give this a go. Maybe try to fund it through kickstarter.
Cycle on and off the sauce to elude WADA.
Invest money into an in-house drug testing lab.
It could even look like the NHL video games, where you can make your coach verbally and physically assault rival coaches.
