Hello, you are not the only one in the state of Florida let me assure you that.
While there are not rules against working with any person in particular to gain skill in your sport (whether it's running, football, soccer) the gesture may not be appreciated by your school coach, who has every power to cut you from their team so that you may never run an FHSAA sanctioned race again unless you move. My suggestion? Work with the outside coach, do not tell your coach, and try to work as well as possible with your coach to get out of practices.
Check out the fhsaa site, they have their rulebook on there. The rules for private coaching are often related more to team sports and how a private coach cannot force athletes to work with them in order to be on a school team. So you should go in to the site, or email them to make sure you are not violating the rules.
But if you want to compete on your high school team, I would learn how to get along with the high school coach. You may need that person to help you get to college or want to run in specific races and if you have a roadblock you are out of luck.
And your private coach should have the guts to talk to the high school coach. Cooperation is the key. Both coaches should be on the same page and work towards the common goal, which is a better athlete. I would not go behind the back of the high school coach. That is a red flag. If your private coach is legit, he will have no problem working something out with the school coach.

Actually I think honesty is the best policy here. DO tell your HS coach that you are going to work with a private coach. Don't go into details as to why, but let him know that's who will make your workouts. Do everything you can to accommodate the HS coach, his schedule, etc.. He's the one that could make your life difficult, so best to go in humble and honest.
The problem is that he know i think he is an idiot, literally has the knowledge of a first year runner, he has threatend to kick me my bro and my teamate because we all agree he has no idea what he is doing and it is really unfortunate because i had to quit track because i just got tired of his shlt workouts and meaningless use or the terms "turnover" and "twitch fibers". I know what they are and how to develop and infuse these things but he uses it as seasoning to his crap workouts so other athletes that dont know crap think he knows what he is doing
So if you quit, what's the issue? You're free to train however you want. Have fun running road races. Maybe you can get into an invitational as a club runner, but I'm not sure how that works.
But i want to run in college which is my problem
I can either do his training and run like shit or do my training run very well but not be on a hs team and again NO collegr
Why do you think you have to run his HS races to run in college?
If you are fast enough and you can get into some open races and meets the coaches will be fine with that. They recruit tons of Kenyans and such that dont run in HS meets.
