Ran Hartford last year... Really flat and nice except for an atrocious out and back that is like 7 miles of the race..
I ran well. No complaints, and nice venue IMO
Are those your only choices? If you have a passport or enhanced license, you should also consider the Niagara Falls International Marathon. Late October = perfectly cool weather, and the course is really scenic, if a little boring. Also, no hills to speak of other than the Peace Bridge, with a downhill last mile.

I did Hartford last year too, I also hated the out and back. Otherwise it was fine. Not really the prettiest marathon I've ever run either. It's not exactly flat but you get a downhill after every uphill it seems. It is very well organized though and the pre race dinner was great!

CBus is fast. There is a nice gradual downhill after the 20 mile mark. If you do it right, you can get a fast last 10k and get a negative split.
I've run Baystate a few times. It's medium small, not a lot of "crowd support" for most of the race, not a scenic route, but it's flat and very fast and well organized. It's a double loop and, as is the trend, you'll be running with half marathoners (10kers too maybe? I forget) but the course layout does a good job of keep them away from marathoners. Also not super expensive. Weather in New England is always unpredictable but maybe less so in October and it's been fine the times I've run it.
St George in southwestern Utah or if you don't get in there, try Peak to Creek in western North Carolina (formerly known as Ridge to Bridge). Both have substantial descents.
I enjoyed the Bay State marathon, although I agree that the course gets a bit desolate at times. It's a flat, fast course, although depending on what time you're looking to run you may be running alone.

Hats off to my dad. He just ran a 1:42 Half Marathon and turns 75 in 2 months!
