A person can (and usually does) drive his/her own vehicle from their house/apt to their desired destination by the most direct route - that's human nature. The public transport system needs to "collect" riders - thus most city buses will run in loops and deviations from collection points to distribution points, e.g. they take the long way around. Thus, the person driving his/her own vehicle will more often than not use LESS fuel (on a per-passenger-mile basis) than the public transport system.
People us public transport in citys that have good public transport. It seems pretty simple. If you live in areas where public transport sucks why would people use it?
