What about Bay State?
Bay State is a fairly fast course, although it is NOT dead flat. There are some mild rolling hills on the back side, a long easy downhill around 20 miles, and a bit of slight uphill right before the finish. I still think it's one of the faster non-major courses, and it's legal.
It historically has a pretty fast field for 99% of us; a pretty large percentage of runners finish under 3:00, for example. However, there are no really fast guys running it. The course record is 2:22, for example, so if you show up and run 2:20, you will win, and you'll be running alone.
