I think the speech from Animal House has to be up there along with many scenes from Mel Brooks' movies. Blazing Saddles alone would put several in the high end as would Airplane!

Such an underrated movie.
Napolean Dynamite, Ferris Bueller, several scenes from the Marx Brothers, some Groove tube, some Christopher guest, History of the world, Young Frankenstein. all head and shoulders above most of the crap out there recently.
Youtube "Abbot Hayes" and look for a scene of a bunch of kids in a van. Worst movie I ever saw but definitely a "so bad it's good" movie.
I haven't looked at the links posted in this thread, but off the top of my head, I think one of the funniest is the dinner table farting scene in The Nutty Professor.
probably not the funniest but i have never been in a theater that laughed as long, as continuous, as loud, or as universally as the scene in Bruce Almighty when jim carrey makes steve carell say random things by manipulating the teleprompter.
