I'm not too familiar with W'port but it seems all right. The river is really nice in the summer. Housing is dirt cheap, just watch out for your neighbors... there are some bad areas of town.
State College is great. It has many of the amenities of a big city: music, restaurants, bars, sports... without the cost, traffic, and hassle (except for PSU football weekends and move-in weekend, etc). Low low crime and reasonably affordable housing.
Training is the best part. Endless mountain roads within 15 minutes of town. Good off-road runs in town and a nice soft outdoor track at PSU.
