nsmb, I generally agree with about 98.5% of your commentary, but on this one I have to take issue. I've lived in Seattle and Tacoma, and the two cannot be compared. Even with the efforts to clean up the Tacoma waterfront, that city is hurting. Outside of the Pt. Defiance Park area, there is very little running territory that doesn't cross gangland. Violent crime must be the highest in the state with the exception of possibly the White Center area of Seattle. The "revitalized" downtown looks like a ghost town most nights. Only redeeming quality is the Museum of Glass (although I don't recommend visiting the blowing pit if outside temps are above 90...just brutal in there).
I'd take Seattle any day over Tacoma. More parks, better food, great bookstores and literary events, and of course the men in tights at Pacific Northwest Ballet. Seattle also has distinctive neighborhoods, each with its own personality and vibe. If I had to live urban in Washington, Seattle would be the only acceptable choice.
