Well, I don't think William and Mary's track is gone getting refinished. You'll have to try local high schools, like Jamestown High School, Walsingham Academy, and Lafayette High School.
I don't know what kind of public access they offer, but they have both indoor and outdoor facilities.
I think W&M's outdoor track is public access. And they don't have an indoor track, as long as you're not counting the painted lines on the floor of the basketball gym.
The William & Mary track is rough to say the least. They have had to cancel the Colonial Relays the past few years because it's in such bad shape.
William & Mary currently has a blacktop track. Supposedly, it is the underbase for a new track, which was suppose to be done two years ago. However, they have announced that they are putting in a new artificial turf football field, which is on the inside of their outdoor track. This will allow the football team to practice on the field without destroying their field (since it will be turf). W&M has been waiting for three years for their new track. If they ever get it, everything about it's usage will become second to football. When football is practicing, where will that leave track? We all know... football is king. We've all experienced track practice while football practice is going on. Track takes a back seat. So the answer to part of your question is yes W&M has a blacktop track (with no lane lines) and it is usually open to the public, even though it may become a locked facility once the turf field is done. Oh, and if you go there to run in the fall, when football is going on, there are bleachers set up on the track, so you can't really run an accurate lap. You said they have an indoor track. You're wrong. They do not. They use to have a 3-lap-to-a-400 track, but never really used it. Now they don't even have that, because they re-did their indoor basketball floor and tore up the old track. At least they could use it for practice, but now they have nothing. So you see where track and field rates at W&M. Bottom of the barrell. Their men's program hasn't had anything but distance runners and a few decent throwers for the past 20 years, soon their women's program will follow. If you're in Williamsburg and want to run on a track, go to a local high school, that's what the W&M track teams do.
Is the stadium track closed to the public?
I'm assuming it probably is...any other track within wu/cd distance (2ish miles) of tourist hotels / visitors center?
